When I was more active in Detroit back in the day, it was pretty much common knowledge that a lot of the officials were on the payroll. This goes all the way back to the 1950s in Detroit; There was a Narcotics Officer (I can't remember his name right now) who was setting arrest records, and one day, realized how much more money he'd make from selling, so he switched. He knew how the law worked, all the tricks, and used all that to his advantage. I heard from people that were around back then, that this dude was double parked while he was shopping one day and the police didn't ticket his car. They said that was unheard of for a black man in those days.
By the time the 70s and 80s came around, there were Detroit PD squad cars that would load up bricks in their trunks and drive them out to stash spots for dealers. For 1200 dollars you could even call up and get the address of your "competition".
I'm not sure what is more sad here... The fact that Cocaine used to be legal, and was CHEAP, or how the laws against it have made it so ridiculously expensive that people kill for it. America used to have Cocaine in Tobacco, Shampoo, and children's tooth ache meds. Wasn't even an issue when it was legal. Sort of like how Bath Tub Gin killed people, because alcohol wasn't legal at the time. Moonshining lead directly to NASCAR. The Drivers wanted to show off their skills at getting away from law enforcement.

Yeah, that was my first thought too. For every time we hear about there's how many we don't ? And inevitably when this shit happens, some tool will get around to saying it's a clear sign cops don't get paid enough. They probably don't but none of us do and taxpayers can't afford to pay them all cocaine kingpin money lol.
There used to be rumors back in the day that some of the cops in this area just loved it when they found a crank lab in the middle of a cook because they could make the bust but also finish the cook themselves and reap the profits.
